No, that is what the stake's audit is for. Tithing settlement is so that you can get your recipt to claim an exemption on your tax return.

One of the old CHI's does tell the Bishops to leave the Relief Society fund alone and not raid it for budgetary purposes. But the budget is done differently now.

tithing settlement is ensuring 'pay for play.'

In my experience, it is a way to gauge your level of faith in the Church but in a negative manner. For instance, in one ward in the DC metro area (I was a financial clerk) we had numerous individuals earning many millions a year. Their 10% contribution was much larger than the poor intellectuals who gave 10%. In the end, more often than not, the wealthy person was hired/called to one of the highly sought after leadership positions even though the poor intellectuals were also paying their 10%.

I always loved when a m*#(&#)t, f0($8$r, p%(#t, lobbyist [names removed], ceo, etc were called to some high level position. The high level positions were composed of big names in the industry. Smart move. Builds economic connections. Remember, malls do not build themselves.
