The reason there isn't any conclusive evidence is because it was suppressed by the whitehouse. Before you tell me to put on MY tinfoil hat, keep in mind this was Bill Clinton in the late 90s, it was a routine every day thing at that point for Clinton to tell his staff to lie for him, to use government employees as a glorified goon squad to keep people quiet, etc. Bill Clinton REALLY didn't want to be kicked out of office. The book Sellout discusses a lot of that stuff, it's even mentioned in that wikipedia article. If you're interested, it's a great read.

P.S. the titular Sellout of the book isn't Bill Clinton, it's the senate Republicans. They were the key force in stopping Bill Clinton from receiving das boot. Weird, huh?
