I would agree that it is more socially acceptable to make fun of Mormons and Mormon stereotypes than it is to disparage African-Americans. I wouldn't agree that Mormons face more discrimination though.

But the feeling, imho, probably stems from the fact the Mormons aren't racist and hence don't discriminate against blacks and hence don't feel that blacks are being discriminated against because they don't do it and hence don't see it.
I would tend to agree that most discrimination against blacks now comes from themselves or their enslaved and NAACP driven imaginations.
