Our first responsibility and purpose is to testify of Jesus Christ to a world that suffers to know of His divine mission. As my response to that great responsibility, I will speak about The Church of Jesus Christ of Latter-day Saints as the only true and living Church. In doing so I know I speak against the powerful tide of what is called “political correctness.” (Dallin H. Oaks June 2010, republished in THe New Era August 2011)

Doesn't matter. It's not published by the Church which is the standard for doctrine. Back in the day, the Church wanted something to publish and they thought it might be BRM's Mormon Doctrine, but after making many many corrections they still thought it contained too much personal opinion and declined to give it their blessing.




Back in the day, the Church wanted the conference talks to publish in Ensign, in Liahona, printed and online. With some exceptions...

Why would it matter? They approve of everything published by the Church.


I think they are making a slow change away from saying publicly. If the church is changing something it would start with them and filter down.

Which is why everyone in the church pays particular attention to what he says, if he isn't testifying that it is the only true church then maybe there is a reason.

Actually, I believe ldsfaqs got this right.
(if you fire enough bullets one might hit something)

As I understand it, the Prophet at the time delegated one of the Apostles to read it and report back. He did and his report resulted in a number of changes for the next production run.
