Nah, South America was taken over by Europeans just as North America was. Check out Argentina and Brazil as examples. The trouble is that most of South America was taken over by Spain and Portugal. Bringing their feudalist systems of government with them. Mexico, the same. Government by bribery doesn't make for a fun place to live.
The original owners are relegated to the lowest, poorest classes. Those with European heritage rule.
