I have corrected my typo. Should have been 6.21 instead of 8.21. The extra Billion is in hidden projects that were tied to City Creek Center Project and not included in original funding.
I got stuck on the second post at "probability of (-) 1 billion." Should that be 1/(1 billion)?

What was the original projection? I do not recall any reasons why overruns would be required or made to appear legitimate. Was it mostly Pork Packing to refill the coffers of those who lost millions in 2008? If the numbers are true the General Church should insist, or sue, for an exhaustive audit.
