Unless it is recruitment for LDS Inc. a.k.a. "missionary work"

How could anyone possibly interpret kissing or hand holding to be an obscene or insulting gesture? No, I think Church Security will try to enforce some unused city ordinance.

When was the last time a young person threw a shopping cart off the railing and hit you in the head? It has happened in america. Also, young people do use the mall as a cruising space and they do just hang around looking for trouble. I think that rules are there so that young people can learn manners and respect.
I intend to lay a foundation that will revolutionize the whole world. Joseph Smith We are “to feed the hungry, to clothe the naked, to provide for the widow, to dry up the tear of the orphan, to comfort the afflicted, whether in this church, or in any other, or in no church at all…” Joseph Smith

I think that teens are in it to shock people. Many people do not want to watch make out sessions in the mall. Something that is not to uncommon these days. If you have a teenager, you may just welcome these rules, especially if they are spending time at the mall with their friends. I know that in my neck of the woods, it has become a big problem--young people just hanging around in groups with nothing to do but get in trouble.

As I understand it the Church gives people the advice not to give money to the beggars around temple square because it only encourages them. I wonder if begging will be allowed in or around the vicinity of this new flagship demonstration of how to put tithing to good use?
But at least it's good to see the rules of the Tithing Mall reinforcing the word of wisdom....NOT!
Through chance, coincidence or design, liquor will be served on a limited basis at the new City Creek Center.
On one hand, recent restrictions dictated by state law will put restraints on mall tenants such as restaurants that choose to serve liquor. At this point, only two eateries have.
Drink specials are outlawed. Servers may not pop open a can of beer in public view. And partitions, dubbed Zion curtains, must be erected to hide bartenders from diners.
But the fact that alcohol is being served at all is something of an upset, given that until seven months ago there were no permits available.
Joseph would be proud...

So the LDS Church reserves the right to arrest, escort out, and ban persons engaged in illegal activity.....all that seems a little harsh for a common trespasser.
Are there going to be any outlets for prohibited drinks? You know, like coffee, tea, wine, and other evil-spirited drinks? Any health-food stores for vegetarians who want to observe the whole WOW?

These are standard rules imposed by mall operators, such as Taubman. They have come after decades of litigation challenges by First Amendment groups.
The Church won't be operating the mall. Mall operators can't impose their unique conduct or speech rules. Malls aren't treated the same as private property by the courts.
Generally, anti-obscenity rules have survived court challenges in terms of public mall areas.
It's their mall, they can have any rules they want. I wonder how these rules compare to the rules the mall down the street has? I suspect they are quite similar.
