Yes it does. All students should have the right to have this taught.

Obviously, the Republican legislature in Utah realizes that tax dollars can be better spent on other issues of educational relevance. Kids can learn about sex on the internet. That's how the Republican legislature learned about it.

Not sure how much more the education system could have taught Patty Westphal and me about sex and condoms, but tax dollars have to be spent on something, I suppose.
