Aren't the first presidency, the 12 and 70's "providing spiritual guidance to the community" any time they give talks or write articles for church publications? If they're not providing spiritual guidance what is the point of having prophets, seers and revelators? As I understand prophets "spiritual guidance" is their reason for being, don't recall any prophets called to an administrative duty divorced from guidance.
No. Those who are paid aren't really the ministry. They aren't typically directly involved face to face with shepherding the flock which is too big for so few to handle.

Dallin H Oakes gets paid a salary modestly equivalent to a senior executive in a multi billion dollar corporation for doing things like this. All of his and his wife's expenses and incidentals were put on the tab of the widows mite.

The Third through Eighth Quorums of the Seventy aren't paid positions and neither are the general presidencies of the Young Men, Women, Relief Society, Sunday School and Primary. In times past the leaders for the Young men and Sunday school came from General Authorities but that changed in 2004.
Of course they aren't... some of those people are women.
