Consig, you could go to the Bishop and have a chitchat with him, or you could take things into your own hands and set up a booth across the street:

I'm sure you could reasonably charge five cents for your services.
I've considered that method of self-employment. I'm no psychologist, but I'm really very good at playing one, and I'd get to set my own hours. It's either that or become, as my daughters suggested, a reverse stripper and be paid to put my clothes back on.
In all seriousness, talk to the Bishop if you'd like, but I doubt you'll get satisfaction out of the meeting. The fact is that if your Bishop doesn't want you teaching Gospel Doctrine, you're not going to teach it as long as he's in charge. It is your ward's loss.
Maybe you should start a study in your home and invite interested parties?
