A modest dressed woman is more appealing. It leaves more to the imagination. But to dress sexually or in an enticing way, can cause thoughts inside the man that he should not have if he is religious. It is just in dna of the natural man.

Unfortunately, the analogy does not work. Women know that when they wear something hot, sexy and revealing they will get the reaction that they are seeking and our putting thoughts into the male mind.
I will give you an example. I remember an university professor telling me about one of his students. She would always come to class in a low cut blouse and she had nice size breasts. The poor guy did not know where to look when she would speak to him or bend down to get her pencil. Did she know that she may get such a reaction from the men? I think so.

Most men look unless of course they are with their wives or girlfriends. I can sit on a bench near the sea and know that a woman walking down the path will get looks from the men by what she is wearing. And the men do look admiringly. But women who are dressed more modestly are more attractive. But they don't elicit sexual thoughts.
It is natural for men and women to look at each other and size each other up. It is called attraction. However, revealing clothes elicit more than just attraction.
