Hmmm...

Not according to the Aaronic Priesthood lesson titled 'Every Young Man Should Serve A Mission'...

Should is the key word. It doesn't say 'must'.

In the lesson the words 'commanded' and 'obligation' are used.
Let's see what they mean shall we...

Commanded - Verb:
Give an authoritative order.

Obligation - Noun:
An act or course of action to which a person is morally or legally bound; a duty or commitment.
The condition of being morally or legally bound to do something.
