What is the OCD on how to respond to questions about the church? Please provide a reference to an OCP.

I just gave you the OCD on teaching the doctrine. Should work the same.

This is remarkable. Do they really care more about getting Romney into the White House than everything else? Why is having a Mormon in power such a priority for the Lord's One True Church? Why should such a thing matter to the Brethren?

And why should it? Can you give me CFR to an OCP on that?

A month or two ago our ward had a similar fifth Sunday joint priesthood and Relief Society lesson on this. Is missed it. My wife gave me a report. Essentially it was a primer on, like you note, how to answer questions. It was emphasized that members should use the ( in my opinion watered down) Mormonism 101 questions and answers.

So it seems to me that the church is concerned about how members are answering questions in this Mormonsim being more in the public eye moment. Nothing was said about not inviting people to learn more.
