When leaders of the church disavow things like this, like President Hinckley did on CNN - then that is a clear sign that it is on its way out. Of course you can find evidence of it still. It takes time to remove things like this.

As I've said, change is happening. Many Mormons are speaking out about how gays are treated by the Church. There is a generational conflict going on and the leadership isn't apt to change overnight. It took over a century to remove the ban of blacks from the priesthood. It will take some time to see change in these policies as well.
