George W. Bush left office as the most unpopular president in the history of measuring presidential popularity. That's a pretty significant taint for those closely associated with his administration to carry. The counter-campaign of claiming Republicans are after Bush II: Bush Harder writes itself. Democrats are already trying that (in part because it's grounded in some truth). I can't imagine Rice offering a lot of balancing the ticket possibilities to offset that. Romney still has a serious enthusiasm problem among the non-Mormon religious right. I'd be surprised if he picks someone that doesn't have cred among that crowd unless they are already a close political ally of his.
