He has improved it substantially. He now telegraphs the part where laughter is appropriate with his own laughter. They know he must have said something funny. Otherwise, why would he be so gleeful himself?

My favorite was when Miller was going on about all the fabulous things Bush was doing in Iraq. This was some time after it had become abundantly (and tragically, though Miller would not have said so) clear that Iraq had no nuclear weapons whatsoever. Miller quipped:

I looked him up on the subject. You can find him repeating one skeptic canard after another, such as the global cooling myth one ldsfaqs is currently trotting out in another thread. He's a climate change skeptic. This is peppered with jokes like the one you quoted - both unfunny and missing the point.

e.g.

"There's a lot of differing data [about global warming], but as far as I can gather, over the last hundred years the temperature on this planet has gone up 1.8 degrees. Am I the only one who finds that amazingly stable? I could go back to my hotel room tonight and futz with the thermostat for three to four hours. I could not detect that difference."
