Prior to 1978 how did Bishops determine which members were not to be issued Temple Recommends as a result of the Ban? Did they ask for a family tree as part of the interview?

Utterly irrelevant to the question of racism as to why the ban in the first place. If the ban is not based on race, then the execution of it cannot be racism either. And indeed all evidence points to that being the case.
