Drifting back to the OP for a moment (do you like what I did there...), we haven't heard any reason for this photo shop treatment being necessary.

Is there any justification? Any at all?

According to the Friend, sleeveless dresses are immodest, even on small children. For the same reason, they put capped sleeves on a Carl Bloch painting of angels (and removed the wings) using PhotoShop.

If this is the Church standards, why aren't Mormon women who go on holiday and wear Bikini's relieved of their Temple Recommend?

Or any TR holder that wears any swimsuit at all? They are all "immodest."

Too bad it is taboo for boys to go sleeveless. We shall never know whether the church would photoshop boys' sleeves. Darn.

Supposedly it also helps the little girls get ready for wearing garments

Has anyone ever been bothered by the thought of comparing the church's standard on modesty to the council concerning women's bodies in different "worldly" forms of entertainment, such as in magazines and movies?

The implication being that the church acts hypocritically in the mass production of doctored or idealized images plus teachings on modesty or "true" beauty...
...while also openly criticizing "hollywood" culture for bending reality in photoshop.

I can hear it now. "Wow, what an excellent photo! It shows A. diversity in the church, B. reverent, happy children enjoying their time in primary, C. a peaceful, well-kept, slightly playful instructor, and D. much caring and loving among the group. Now, if only the girl had sleeves, it would be just perfect!"
