I think it more likely that he was fed 'information' (by DCP directly, perhaps), the provider knowing full well that Belmont would use it.
Belmont was an interesting character. He dropped hints/links to in real life information that could have been followed by readers to find out another poster's in real life identity, but then he truly seemed troubled when that other poster doesn't see "the humor" of being outed.
Pulling a girl's hair and teasing her did not gain her favorable attention. Seems that Belmont must not have learned that lesson when he was a young boy.
