No, It is the California State Liberal Politicians who control and run California who think that AB 32 will make a difference in reducing Global Warming by refusing to suspend this law and go full force ahead with it in enforcing it.
Here is what I wrote on this Message Board back on February 19, 2012:

How is California doing cap and trade going to significantly reduce Global warming??? California emits only about 1.4% of the world's greenhouse gas emissions.

I don't believe that Global warming is a lie, but that it has been overestimated, as the Article that the OP Quoted here demonstrated.

The Price of Green Virtue:

When California's economy was booming in 2006—remember that?—Governor Arnold Schwarzenegger and many Californians wanted to show their environmental virtue by becoming the first state to pass a comprehensive climate change law. And so they did, for which the bill is starting to come due.

So you don't understand the policy. No one pushing it thinks that alone is going to stop global warming. It is viewed as trying to lead the way in policies that, if adopted collectively, would make a relative impact. I think its supporters view it is as doing the right thing regardless. No one player can fix the problem, but the problem can't be fixed unless each of those players independently decides to act. Welcome to the prisoner's dilemma that is leading to an environmental crisis.

The idea that an atypically cold day or stretch of days somehow argues against global warming, which is what your post did, is wrong and a very poor understanding of the science involved. Global warming is about a trend within the normal fluctuation of weather patterns. It doesn't mean cold days will go away. It means that there will be a general trend of warming in the global climate which will, on average, change the local climate in many ways. For lots of areas, that means hotter weather, on average. You may not realize it, but when someone scoffs at global warming occurring because of an atypically cold day, they are revealing themselves to be an ignorant doof to those who grasp the issue better. Your post was the climate change equivalent to "if evolution is true, how come there are still monkeys around?!"
