Art vs. Capitalism

Banksy is a British street artist whose inventive works have a strong following in London and throughout the world.

Recently one of his works was pried off the side of a Poundland Store in London (I'm guessing Poundland is like a Dollar Store in the U.S.) and is now being sold at auction in Florida. (Expected to sell for a six-figure price).

The British Arts Council is requesting the return of the item. The Auction House is refusing to release the name of the seller.

Where does art, culture and community end and capitalism begin?

Is it possible at this point to return it after a bid of 100k on it? Seems like it's "marked" now, and will either be stolen or vandalized if it's put back on the side of the store.

I cannot see any separation. Why would one expect to? How would an artist obtain food to eat, a place to live, and materials to work with without capital?
