There is no reason he needed to say "all".
Further, if you look at some of his other statements as the article points out, it is clear his views. He doesn't care at all if liberals tax many businesses out of business. Because it's not "all" it's OKAY.

Retelling this story while putting a false vocal emphasis on the word all is the usual desperate dishonesty that Hannity and his ilk depend on. If their message was based in reality at all then they wouldn't need to resort to this. But they do resort to this and so their message cannot be based in reality.

He used the word "all" as a rhetorical devise; it implied that this is what his opponents would like to claim (that he wants to ruin all business). Whether that playful implied accusation is accurate or not is beside the point. You are misrepresenting the sense of the sentence.
The emphasis was not put on the word "all" and this difference of inflection is what makes all the difference in the world as to the meaning.
