I believe that the rainbow didn't exist in the sky until the rain stopped --- after the Flood. We can read In Genesis 9:11 > I establish my covenant with you: Never again will all life be destroyed by the waters of a flood; never again will there be a flood to destroy the earth."

Sorry, I do not see God as being disingenuous. The next time God destroys all life, it will be with fervent heat. I believe that there was a Worldwide Deluge. It is telling that you entirely left out reading & studying God's Holy Word. And that I find is the important difference.
Judges 4:1-24 After Ehud’s death the people of Israel again sank into their old ways. The Lord let them be conquered by King Jabin of Hazor, in Canaan. The commander-in-chief of his army was Sisera, who lived in Harosheth-hagoiim. He had nine hundred iron chariots and made life unbearable for the Israelites for 20 years. But finally Israel begged the Lord for help.
Israel’s leader at that time, the one who was responsible for bringing the people back to God, was a woman named Deborah, a prophetess, the wife of Lappidoth. She held court at a place called “Deborah’s Palm Tree,” [at the time of this scripture] between Ramah & Bethel, in the hill country of Ephraim. The Israelites came to her to decide their disputes.
One day she summoned Barak (son of Abinoam), who lived in Kedesh, in the land of Naphtali, and said to him, “The Lord God of Israel has commanded you to mobilize 10,000 men from the tribes of Naphtali and Zebulun. Second, you haven't answered the question that when (what you stated) God spoke about never flooding the earth again, wether or not flooding a portion of the earth but not the whole was including in God's Holy Small Print Clause 6.1.1.
If, as some (like bcspace) believe the flood of Noah was limited in geography (i.e. not a global event, but a local one) then He did indeed go back on His Holy Word.
