That's the way I remember it from my mission (late '70s). I didn't know there had been a change from that. Seems backwards to me. But then I don't have access to surveys and focus groups -- err, I mean divine revelation.

This seems to be the case. I think right now there are a lot of young Elders and Sisters with not much to do.

If my area is any indication, that is an understatement. We had barely enough "work" in my ward for one set of elders. Now we have a set of sister missionaries too!
My take? They will use this change in focus to explain why baptisms are down. "See? It's because missionaries are focusing on convert retention, long-term quality over quantity, that's why baptisms are down."

I remember two events in Hungary...
7-8 years ago three wards were split. It was announced during the conference as a big step forward - the church is growing!
Two years later those wards were reunited (there were not enough priesthood holder, and/or able leaders...). Another conference, another announcement as a big step forward - to the direction of efficiency!
