Yes, the Gifts of the Spirit are with ALL who believe.... The Bible says this clearly Mark 9 & Luke 9 etc.
Thus Mormons believe everyone has access to spiritual gifts, no matter if in the church or not as Christ clearly said in those chapters.
Of course, anti-mormons don't believe we have the Spirit, thus are directly disobeying Christ's words in those chapters.
They also disobey Christ in those Chapters by "offending" other believers not with you, trying to destroy LDS Faith.
Christ knows who really follow him, you can't even follow his words as contained in the Bible that you claim you are such experts in knowing the truth from over us LDS or anyone else out there you think your interpretation is the correct one from the book compared to your target. He has harsh words for you people.
