Incidentally, I'm 99% sure this was just Sanders being so unsure of what Trump would say that she deflected with a lie of "we'll look into it." The scandal is that the press secretary can't laugh off the absurd request for what it is.

There is really no serious likelihood that any state in the world would agree to any such proposal. But as you say, it is weird that Sanders didn't simply say

"The President of the United States would never consent to any such measure, which undermines the whole basis of international diplomacy. What do you think he is, stupid?'

.... but then we got:

"Yeah well, maybe I'd better check and get back to you ..."
