Ah. I thought you might be referring to the famous quote from Ivan Karamazov that without God everything is permissible from the Brothers Karamazov. I'm not familiar enough with Crime and Punishment to see the link from Prager to Raskolnikov. You'll have to enlighten me.

Prager wasn't as "accurate" in the video as he should have been.
What he is describing as Liberal is essentially "Classical Liberalism", not the co-opted term of "liberal" that the Left claimed in the early part of the last century when Progressive became a bad word.
Now you'll note how they are again trying to be Progressives since liberal has become a bad word.

"Liberal" became associated with modern liberalism because classic liberalism split into a smallish libertarian school of thought that was mostly politically aligned with conservatives until recently and a much larger group of modern liberals. It wasn't a co-opting. It was just political evolution. Sort of like how we call positions now "conservative" even though they are radically different than what an archtypal conservative might support in another era. Granted, one of your hangups is not understanding evolution of political thought, so this will be hard for you to get.
