No witnesses to examine, No evidence to examine, No certain time, and No certain location. What circumstances merits a substantial investigation? Resources should reach substantial levels because of hearsay and self-corroborated gossip?...or just the simple fact that you don't like the reality concluded by the already completed and substantial investigation(s)? You just want to keep "investigating" until you get the results you want.
