Radio signals are simply one band of the very wide spectrum of electromagnetic waves, ranging from extremely short wavelength gamma radiation, through radiation detectable by our sense of vision, all the way up to very long wave radio signals. They're all basically the same phenomenon, even though different wavelengths need different apparatus to produce and detect them.
Electromagnetic waves are the fastest way for information to travel in the cosmos as we know it, and they seem to be a fundamental part of the structure of that cosmos. You can fantasise about other as yet unknown methods of communication- but that is really just pure fantasy at present.

The belief that there wouldn't be radio waves (it doesn't need to be for communication -- a whole slew of "man" made things give off radio waves) requires the belief that an advanced alien civilization would simply abandon an entire spectrum of wavelength, and would insulate all heat-generating technology from emitting that particular spectrum of EMF.

I'm not sure what that has to do with the needed abandonment of an entire spectrum, and insulating specifically that range of EMF in all technology to maintain your earlier statement regarding right-wing.
