the will of the majority is in effect from the beginning of a term until its end...current office holders reflect the will of those whom elected them for the complete term.
For example, when Trump won the Presidential election in November 2016, it was not an expectation or entitlement that Obama suddenly adopt Trump policies and Republican platforms....a.k.a., the elected don't control the office on November 7th, they have to wait until January.
Furthermore, and you are likely unaware because of your country's shortcomings, America does not exclusively subscribe to the notion of "the will of the majority" in all things, even politically. Our Nation recognizes the minority as well.
But mostly, like Presidential Pardons, an outgoing official is not bound by some imaginary rule that you guys are moaning about here.

The politicians work for the people, not themselves. At least that is how is it supposed to be. Republicans lost sight of that principle long ago. The people elected Democrats because they wanted change whether the existing Republicans in office like it or not. They need to respect that change and not pull all sorts of political stunts to prevent Democrats from doing what the people elected them to do. That's petulant and immoral.
When Republicans set the house on fire after being evicted they look like sore losers who care about nothing but themselves.

Nevertheless, there is nothing illegal here, and the people elected the current officials to serve their will for 24 months. Likewise, come January, the will of the people can change things as well...perhaps you have heard rumors for how government works?

No, it wasn't. What is lawful isn't necessarily what is right, and democracies can be undone using lawful means.

North Carolina is using its lame duck session to pass a bill that would give the party with the most registered voters (i.e. Democrats) control of election boards in odd number years when few elections are held and Republicans in even number years when almost all elections are held. In other words, they're passing a law that says Republicans control elections going forward. And they're doing it when a Republican was found to have engaged in some of the most egregious election fraud in the country in many years while Republicans initially tried to look the other way over it.
