But US citizens can relax - the Trump administration has everything under control, and no American will be allowed to be at risk!

The US health department sent workers to assist Americans evacuated from China because of the coronavirus outbreak without proper training or appropriate protective gear, according to a whistleblower complaint filed by a senior department official who said she faced retaliation.

The workers were “improperly deployed” to two military bases in California where Americans who had been in the center of the outbreak, Wuhan in China, were being processed, according to a complaint first reported by the Washington Post.

The whistleblower’s attorney, Ari Wilkenfeld, confirmed the Washington Post accurately described allegations made in a complaint filed to the US Office of Special Counsel (OSC) and said his law firm was hopeful the case would be investigated in a “timely and comprehensive manner”.

“This matter concerns HHS’s response to the coronavirus, and its failure to protect its employees and potentially the public,” Wilkenfeld said in an email to the Guardian. “The retaliatory efforts to intimidate and silence our client must be opposed.”

The staff in question were from the health department’s Administration for Children and Families, or ACF, and were not medical workers. They were “not properly trained or equipped to operate in a public health emergency situation” according to the complaint, which said they had face-to-face contact with evacuees on multiple occasions.

After potentially being exposed to the coronavirus, the workers moved freely off the air force bases and at least one left California on a commercial flight. About 14 personnel were sent to March air force base in Riverside county, California, and about 13 personnel were sent to Travis air force base in Solano county in late January and early February.

Solano county is the first location in the US to see coronavirus confirmed in a person who had not traveled to an area where the illness was spreading and who had no known contact with someone diagnosed with the illness.

The whistleblower, who reportedly received two awards from the health secretary last year, said she was unfairly reassigned after raising concern about the workers.

“We take all whistleblower complaints very seriously and are providing the complainant all appropriate protections under the Whistleblower Protection Act,” an HHS spokeswoman, Caitlin Oakley, told reporters. “We are evaluating the complaint and have nothing further to add at this time.”

A Democratic representative from California, Jimmy Gomez, received a copy of the whistleblower complaint. At a House ways and means committee hearing on Thursday, Gomez asked the US health secretary, Alex Azar, whether workers from ACF were exposed to evacuees from China.

“They should never have been,” Azar responded, unless they had the proper suits needed to protect against infection. “To maintain quarantine, that should be the case.”

Gomez, and the House ways and means committee chairman, Richard Neal, formally requested a briefing from Azar within a week in a letter. “We are deeply troubled that HHS seems to have ignored valid public health concerns, and also about reports that HHS immediately retaliated against a whistleblower instead of taking action to protect its staff and the public from being exposed to a potentially fatal virus,” they wrote.

A top medical official at the state department denied protocols had been broken at a hearing after the whistleblower’s allegations were made public.

“Every precaution has been taken,” said William Walters, the head of operational medicine at the department’s bureau of medical services, on Thursday. “I can say unequivocally that everyone involved with those evacuations were properly equipped and trained.”

Senator Ed Markey, a Democrat from Massachusetts, called on Azar to resign after the content of the complaint was made public.

“Allowing HHS workers to be exposed to Wuhan evacuees without adequate protection is gross mismanagement that jeopardizes American lives,” Markey tweeted. “We need someone in charge who will rise to the level of responding to this threat.”

Responding to the report, Massachusetts’ other senator, Elizabeth Warren, tweeted: “The Trump administration’s careless incompetence has put lives at risk.”

Tom Cotton is not a reliable source. He’s trying to make political hay out of the epidemic. It is not a bio weapon. The evidence supporting the early speculation that people are contagious before they show symptoms turned out to be faulty. The evidence from other countries is not consistent with high rates of transmission.

Because it’s Cotton, I think this has more to do with sticking it to China and shifting focus away from Trump and Barr.

I'm not sure the leftist chorus that Trump is a racist for quarantining people or suspending air travel from China has been very helpful.

Yes, I think Covid-19 is not a bioweapon.
Yes, some of the early speculation about asymptomatic transmission was faulty. The WHO team that just returned from China evaluated reports of asymptomatic transmission and concluded:

Asymptomatic infection has been reported, but the majority of the relatively rare cases who are asymptomatic on the date of identification/report went on to develop disease. The proportion of truly asymptomatic infections is unclear but appears to be relatively rare and does not appear to be a major driver of transmission.


I have no reason to think otherwise.

I'm not sure about the difference in transmission rates between China and other countries based on information to date. I haven't been able to find current R0 estimates for China and the rest of the world. Overall, it spreads like a highly contagious flu. Early on it spread much more slowly in provinces outside of Hubei. But reading the WHO report, that seems to be because of the very aggressive measures the government took to contain the spread.

Yes, I believe that Cotton was motivated by his animus toward China and political grandstanding.

I call BS on your claim about a "leftist chorus" claiming that Trump is a racist because of his original travel ban and quarantine. The ban is on all foreign nationals traveling from China -- it is not limited to a specific race. And the quarantine applies to all U.S. citizens entering from China, regardless of race. This sounds like something Trump or his sycophants made up.

Dr. Fauci said today he wasn’t being muzzled, but that Pence has simply asked him not to appear on the Sunday shows he’d been booked on until Pence got up to speed. Pence started getting up to speed by continuing his scheduled campaigning and fundraising. He then handed off responsibility to the person in charge of HIV/AIDS prevention because, apparently, being in charge of managing a potential epidemic is a part time gig. Meanwhile, Mulvaney sends out an e-mail directing that all public communications be directed to the newly married Mrs. Stephen Miller.

Meanwhile I listened to today’s tele-briefing at the CDC. Someone put the fear of Trump in her. Unlike past briefings, she was very defensive. She specifically praised Trump for his aggressive early action. When someone asked her a hard question, she used the same introductory phrase: Thank you for giving me the opportunity to explain that.” As if some magical force prevented her from discussing the issue in her opening statement. I found myself wondering if it was the same person that had been very straightforward and factual in prior briefings. She sounded scripted and uncomfortable.

She was also very cagey about the CDC’s role in deciding who gets tested. Up until yesterday, only people who had recently travelled from China or were in close contact with someone who had traveled from China were defined by the CDC as “persons under investigation” who were eligible for testing. Not travelers from Italy, Iran, South Korea or any other country that has spread to another. Only yesterday was the list broadened from China to any country from which the virus is spreading. However, if you display the symptoms of Covid-19 and report them to your doctor, if you haven’t traveled from one of those countries or been in close contact with someone who did, you aren’t a PUI unless you have symptoms severe enough to require hospitalization. So, no test, unless you have a persistent doctor.

What sense does this make when we already know that only about 20% of cases require hospitalization? What we haven’t been doing is surveillance — looking for cases in the general population before they land in the hospital. That’s the result of the problem with the test kits, which has been fixed by simply ignoring the one of three agents that was misbehaving. Hopefully surveillance will start next week. But the bottom line is that China and South Korea have lots of cases because they’ve been actively looking for them. China has tested tens of thousands. South Korea thousands. The US (excluding repatriated folks) south of 500.

Tuesday, the CDC rep was bluntly saying the CDC fully expected community spread in the US. When asked about the first California case, she emphasized that it might not be community spread and that future US cases could be mild. But never fear: the CDC will continue to update totals on its website every Monday Wednesday and Friday, and will continue to hold teleconferences every ... well, sometime.

If you go to the CDC website right now, you’ll find these instructions: If you are experiencing symptoms and have recently traveled to Wuhan, call your doctor.

At tonight’s rally, Trump referred to the coronavirus as a hoax.

Why am I not surprised? Trump's entire presidency is one big hoax or based on hoaxes of one kind or another.

And two new cases in Washington state. One is a woman who recently returned from South Korea. The other is a student at a high school about a half hour up the road from me. Origin unknown.
