1. Correlation doesn't equate to causation.
2. There are no racist policies on the Left, only the Right
3. You have to be a truly dumb person to think death rates among cops has anything to do with the letter after the state's governor's name.
4. You have to be even dumber to think any data reported by police departments are trustworthy.

Agreed, but no one told that to BLM or unemployed white liberals.

I see, so consistent across the nation untrustworthy data. But you seem to believe a few anecdotes are sufficient to proclaim systematic racism - kewl (notwithstanding of what jurisdictions those anecdotes consistently occur in).
So, shall we guess what reliable source of data you won't dismiss ?

President Ronald Reagan signed The Anti-Drug Abuse Act of 1986 which established the mandatory minimum sentences for federal drug trafficking crimes that overwhelmingly targeted minorities.

“Reaganomics, alone, heavily targeted communities of color in ways that increased the stigma and fear around the plant due to biased policing and fallacies that were spread upon the masses since the late 1930s,” says Mary Pryor, co-creator of Cannaclusive, a marijuana-centric photography and financial education firm. “That moment from there was in response to migrant movement of Mexicans and the increased wealth of blacks from the hemp industry. Cannabis is listed as a Schedule 1 drug, so prosecution allows for this to have a high rate of policing and sentencing in the U.S.”

African American women’s incarceration rates for all crimes, largely driven by drug convictions, increased by 800% from 1986-2000, compared to an increase of 400% for women of all races for the same period.

In 1990 a Federal amendment was passed urging states to make any kind of drug related crime result in mandatory suspension of driver's license.

As far as I can tell the most "racist" thing about 3 strikes is that it doesn't equally apply to white collar crime.

No evidence? I just produced the precise law that went into effect under Reagan which is responsible for the skyrocketing incarcerations of minorities. It substantially increased the number of drug offenses with mandatory minimum sentences and the statistics prove this negatively and disproportionately impacted the black community.
