Hey RI, what do you make of the recent incident in CHAZ where a auto shop business owner detained an accused arsonist and thief, and then said the cops refused to come after several 911 calls? People tore down the fence in an attempt to free the detainee.

Systems break down in a crisis and we’re under the stress of two simultaneous crises. This is what systems breaking down looks like. In February, the City was aggressively recruiting officers to expand the SPD to increase patrols downtown. In the space of a month, Council members are advocating a 50% cut in SPD’s budget.

The SPD has been operating under a consent decree for several years because of excess use of force. The federal prosecutor who signed the decree on behalf of the government is the current mayor. So, there has been tremendous incentive to reduce the use of force to get out from under the decree. So it’s not hard to imagine the whiplash the SPD is feeling right now.

The police guild contract with the city is up for negotiation this year, and the Guild was just kicked out of the local union organization. I imagine morale has never been lower in the SPD.

The official policy is that the police will respond only to life safety threats with in the CHOP boundaries. CHOP is shaped like Utah, and the business was located in the external corner in the NE. It’s outside the boundaries, but the access is on streets within the boundaries. It’s not surprising that there was confusion over whether to respond. That confusion will persist and probably grow as the stress continues or intensifies.

The best thing that could happen here is for Tucker Carlson to take some meds and chill. Folks in other parts of the country should concentrate on fixing their own problems instead of amount up the conflict.

“ Homicide detectives are investigating following a fatal shooting that occurred early Saturday morning at 10th Avenue and East Pine Street. One man was declared deceased at the hospital and another male is being treated for life-threatening injuries.
On June 20th, at approximately 2:30 AM, East Precinct officers responded to a report of shots fired in Cal Anderson Park. This is inside the area referred to as the Capitol Hill Organized Protest (CHOP). Officers attempted to locate a shooting victim but were met by a violent crowd that prevented officers safe access to the victims. Officers were later informed that the victims, both males, had been transported to Harborview Medical Center by CHOP “medics”.

Officers responded to Harborview and were informed that one of the victims, a 19-year-old male, had died from injuries. The other victim, also a male, unknown age, remains in the hospital with life-threatening injuries.

The suspect or suspect(s) fled and are still at large. There is no description at this time.

Homicide detectives responded and are conducting a thorough investigation, despite the challenges presented by the circumstances.

Anyone with information about this shooting, or who may have video, is asked to contact the Seattle Police Department’s Violent Crime tip line at (206) 233-5000.

This remains an active and on-going homicide investigation. This post will be updated as additional information becomes available.“

By the way, a lot of people are now packing inside the CHOP/CHAZ without any idea if they’re legally entitled to do so or not. I think the city is just going to let this thing ride. It’s actually kind of interesting because at some point if the city decides to cut services this is going to go sideways pretty quick. They’re in a tricky position, for sure.

Like everything up there, the sequence of events is confusing. I’ve read reports that the victims were transported to Harborview before the police arrived; that EMTs refused to respond because the police wouldn’t clear them to; and other variations.

I have no clue whether anyone has a plan. I doubt we’ll see the city cut services off, given that there are apartments and businesses in the area.

Apparently there was a gunfight around 2:30 am and one kid got shot and another wounded. No details as to how or why that happened, but it doesn't appear to be protest related.
