Yes he did. It's called "poisoning the well." I see no essential difference between that and what Goebbels claimed. Goebbels implication was that the free press was all fake news, whether he explicitly called it that or not. Of course to his fellow Nazi cronies, his line was the truth is the enemy of the state, and preserving the state and, therefore, their own power, was the all important thing -- not truth. Right after the election, there was a lot of interest in stories about how fake news - fabricated stories meant to look like legitimate news - spread online and shaped the election to damage Hillary Clinton.
The term was coopted by Trump almost immediately to mean something close to what Nazis meant when they referred to the lying press. It's a way of disparaging stories and outlets to delegitimatize true negative stories about him in the present and future .
The way Trump supporters, MAGAists if you will, spit the term with absolute contempt mixed in with occasional threats of violence - for example at Trump rallies towards the press - is about as classically fascist as it gets. It should not be confused with media criticism.
