Well, they can. You don't need a penis to masturbate. Woman actually have more sensitive tissue capable of erotic arousal than men. And it is perfectly capable of being brought to a high degree of arousal by anyone who knows where to find it. Granted, given the different structures of the sexes, it is rather more difficult for a boy not to discover the possibilities of his equipment than it is for a girl. Weirdly, some men remain quite unaware of women's capacities in that regard. I hope for his sake that Shades is not one of them.
