From what I understand (and I’m not defending the campaign) bombing was deemed the most effective way of removing the Iraqi invading force, and the aid that was given after was for the Kuwaiti people that had suffered both an invasion and a bombing campaign aimed at removing the invading force.

The US invaded Iraq in 2003 because of fear of weapons of mass destruction feared to be held by Saddam Hussein. This second war fits your memory better and presents the puzzle of the US inflicting all sorts of damage on the country and spending years trying to put it back together.
