On what basis (black letter law and/or case law) do you think the Mormons "may have the law on its side"?
At the Mormon D&D board, they insist on the fact that the Fairview town council once offered the Methodist Church a height variance on their bell tower if they agreed to a limited decimal level. When asked if the Mormon Church would abide by a decimal level, the Church Quorum of Lawyers replied, "We are old school and only do things in fractions."

"You will feel our holy wrath as we sue your minuscule town into oblivion. You shall know what it is like to be roasted in the depths of the Salt Lake Sloar".

Um, decibel, surely?

Or was the point that the original report actually said 'decimal'?
