You're ignoring where I explained the reason for my confusion. It has nothing to do with what you call TDS. It has to do with your propensity to call for limited government but then backing a person who is expanding US government involvement in unprecedented ways--into places like higher education, private industry, policing local municipalities, and controlling women's reproductive organs. It has to do with you calling for limited taxation but then backing a leviathan federal government that has expanded the deficit to unprecedented levels.
You're kidding. If you go back and read, you'll note that I didn't mention that except to agree with you. So, why the hell are you reverting to that?
An authoritarian government does many things without congressional action. That doesn't make it right.

You don't need to be able to read English in order to drive any vehicle in the US any more than you need to be able to read German to drive on the autobahn. You also no longer need an international driver's license to drive in Germany which I had to take years ago and is no longer needed.
That's why the International Road Signs system exists for Europe (and other countries) and why the Manual on Uniform Traffic Control Devices (MUTCD) exists here in the US (and other countries).
On a side note that's also why you see little people signs on public restrooms. Boy, girl, baby, not sure about Target current policies.

In my opinion, there's very good reasons that California and other states go above federal requirements and mandate English language proficiency for obtaining a CDL. Commercial drivers who travel interstate need to be able to understand and respond to radio commands from Commercial Vehicle Enforcement Facilities, understand the Channel 9 CB updates from law enforcement, communicate during trooper inspections, etc. There are also construction LED message boards that are important to be able to read -- especially when you're driving a vehicle with an exceptionally high potential to take another person's life in an accident. Driving something that weights between 35,000-80,000 pounds, and the responsibilities associated with it is vastly different that driving something that weighs 2,500-5,000 pounds.
Obviously, in this particular instance, there's the added issue that this particular driver wasn't even able to identify all of the signs on the test. There's absolutely no reason anyone with this guy's knowledge should have received a CDL.

After half a decade this CDL holder could not identify basic traffic signs, nor could he speak or understand basic English and I don't think he ever will. When my German ancestors came to America, they learned English and assimilated very quickly.
