Boss Hogg was the law. He fought crime. Uncle Jesse and Bo and Luke were criminals. According to your worldview, fighting crime is an end to itself, so you shouldn't suggest that people are saying fighting crime is wrong unless you take into account the possibilities where fighting crime is a pretense for other things.
By the way, it looks like if you want to learn about fascism you'll need to use duckduckgo instead of Google now. That's fascism in action.
