So what I think you're saying is that that particular post was somehow factored into a suspension/temp ban ruling when indeed by your description, cp, it was actually a non-factor by virtue of the fact that it went unreported by other posters and also stood without objection by the recipient (yours truly) who chose to engage it but was factored in anyway because...I have no blessed clue why.
I know where Whiskey began to repeat himself. I've been following the thread the whole entire time though I didn't read every one of his posts until I saw the ban announcement here which I why I asked about the rule violation.
What I did see from with the first post Whiskey made when he entered thread was Morely personally attacking him. He was personally attacked more than once If I recall correctly and long before he began repeating himself. Hound was also personally attacked. These presumably non reported offenses were all left to stand.
And yet the “F” every poster that Whiskey made to me was considered in the suspension/temp ban ruling.
Bear with me here I'm going some place and choosing to do it in full public view.
What the interaction between yourself and Whiskey looked like to me was non-stop call and response, back and forth, repeated either--insulting, baiting, egging on whatever you'd like to call it, try a two-person shitnado situation.
Suddenly BOOM he's jettisoned for 2 weeks via your own announcement, cp.
The original thread was split out mainly because it went off topic on account of the two-person shitnado you guys were whipping up. And yet, the personal attacks against Whiskey and Hound have been left to remain.
The highlighted sentence is key.

If I was making the split to
move insults, most of the thread would have moved into Prison. : D
I don’t tend to proactively micromanage threads
without reports existing as that is how Shades operates (which is also something that the Hound account always mentions as a problem).
When Whiskey continued to try to load the thread with off-topic comments
after the split, that’s when the warning was issued. When the response was to immediately repeat the spamming behavior, that’s when the timeout was imposed.
If Whiskey is racking up offenses presumably without report will those be relocated to Prison?
Use of the ‘c word’ brought an in-place edit, a warning, and the first time out. Inserting additional content into quoted material brought a warning. Overuse of profanity hasn’t generated a response from me but Shades has edited at least one of Whiskey’s posts in the past week.
If I felt a need to move those to Prison, they’d be there already.

Given both Whiskey’s and Hound’s nonstop tirades and attempts to poke at the rules and norms over the course of months there could be a perception that I’ll be biased. Given the actual responses on my part, the perception drops.
Looking at this event in particular, note that the time between when I created the split and when the warning was issued is
several days. Whiskey was clearly aware of the reason for the split (in fact mentions it in a split post) so it’s not reasonable to assume that he had no idea of what he was doing over several more days.
As a moderator I maintained a personal policy of never taking mod action on a thread in which I was a participant. Never did it. Not once, not ever. Why? To avoid the appearance of personal bias. Mull that over and see if it's something you guys might want to consider developing within the team.
That’s generally a sound approach. Unfortunately, both Xeno and Shades may be unavailable for days.
Back to Whiskey. BOOM he's jettisoned and BOOM just as quickly he's back. The thread is split and all is right with the world.
I knew that the odds were better than even that Shades would reverse the timeout. But it accomplished several things, one of which was allow a cooling off period for the thread spamming.
Was there a reason the thread wasn't split in the first place?
You aren't obligated to answer that.
Per comments already added above: it was split off. The behavior continued.
