A hot water heater does heat water that is already hot. That’s exactly what it’s supposed to do.

It keeps a tank of water within a narrow range of high temperatures, by heating the water up to the top of the range whenever it cools to the bottom of the range. Even the bottom of the range is still quite hot, because heating up a lot of water by a lot takes a long time, so if the lower limit were too low, you might be going a long time with lukewarm water.
