I'm guessing the lights are not made of bulletproof glass.

There are probably ten times as many guns as people in Cody.

There’s an important lesson in trust here for all future town councils who are approached by the Church for consent to build a temple.
Premise 1. Eyewitness testimony is notoriously unreliable.
Premise 2. The best evidence for the Book of Mormon is eyewitness testimony.
Conclusion. Therefore, the best evidence for the Book of Mormon is notoriously unreliable.

Right. it's an interesting fork. On the one hand, this is what Cody likely voted for -- hedge funds to do whatever they want and F over the common person, while thinking they are somehow exempt or "part of a club" that in reality laughs at them. On the other hand, as you point out, they could do something about it. Let's see how much they believe in their libertarian values.

With regards to the lighting, which is intruding into the bedrooms of nearby homeowners and which is intended to be on 24 hours a day, will the Church do the right thing and dim them, and turn them off overnight when the temple isn't in use? Or will the Church ignore all that and prioritise making sure the temple stands out like a Vegas Casino? Note: My question is rhetorical.

Lighting up a building 24 hours a day, even when it's not in use, is an excellent use of energy. Said nobody.
