Isn't it more like cool for the bad guys, though? How often do the good guys wear boots like that, compared to how often the bad guys do?

Dress uniforms are by definition symbolic. Not caring about whether you look like a bad guy seems like a first step toward not caring whether you are a bad guy. Actually preferring to look like a bad guy seems like another step.

That ship sailed when America swapped out its infantry helmets for German-style ones back in 1987 or so.

I don’t remember exactly why, but my father used to work in military procurement and he told me once that the new helmet design is just a better helmet—something the German army happened to get right back in WW1. So, yeah, the old round US helmet had this kid-next-door-doing-his-bit look, and the new one looks more like a Nazi helmet, but it wasn’t an aesthetic decision.

Dress uniforms have always just been based on what looked cool at the time (and on what color of dye was available cheap, which is why British redcoats wore red). They’re about image in the popular mind, regardless of why that image exists. My guess is that most people who look at this Space Force uniform will think it looks cool but sinister, like something the bad guys will wear. Choosing it is prioritizing looking badass over looking like defenders of a democracy.
