Nope. The Constitution says the Congress meets to count the votes. Congress passed a statute that turns the counting into a fairly complicated process.

So, first, the new Congress is seated. Two days later, the new Congress meets in a joint session. The Vice President acts as the Teller. Taking the states in alphabetical order, Pence will open the envelope and read the results.

Any electors appointed by a state that qualified for the Safe Harbor deadline must be counted and cannot be challenged. Otherwise, a written challenge can be made, but must be signed by one senator and one representative. If such an objection is filed, the process stops. The Congress divides into its two houses and each house votes on the objection after a debate limited to two hours. Each of the two houses sets the rules for how the objection is considered. If both the House and the Senate vote to uphold the objection, the elector’s vote is not counted. Otherwise, the vote is counted.

It is questionable whether Congress has the power under the Constitution to reject the official slate of electors as certified by the states. The Constitution says “count.” The statute addressed a couple of problems that arose in the early in the country’s history. The statute really should be amended and simplified to make it less Byzantine.

Repeating the same false claim over and over again doesn't make it true. If that were true, you'd be happy to see red states leave the union rather than willing to go through a long and costly war to insure that we don't get our own country.
