Edit: This is more or less what would happen if Trump ordered troops to seize, I dunno, Congress:

1) No one would listen to such a command. Or rather no one would just hop to. There’s a process.

2) The order itself would have to go to the Secretary of Defense. There’d probably be a concurrent order given to the Chairman of the Joint Cheifs of Staff. It’d stop right there.

3) But, uh, let’s say they didn’t do a legal review of the order and sent it US Northern Command, which is responsible for domestically-based military forces, then it’d do a legal review.

4) Due to laws like, I dunno, the Posse Comitatus Act and internal policies in each of the military branches, Legal would tell US Northern Command that order is illegal and can't be implemented, and then the Secretary of Defense & JCoS would get a formal memo informing them of US Northcom’s objections. This all takes time, by the way. Clock is ticking for Trump.

5) Trump is all like, “Fine, I’ll damned do this myself!” He gets, I dunno, the Park Service, some Bureau of Prisons personnel, maybe some and then he's only allowed to use them on or near federal property. Have fun with that since the US Capitol Police are literally charged with protecting Congress members.

6) But, let’s say he succeeds getting a few hundred Guardsmen from loyalist Governors to show up to augment his whatever the “F” he tapes together and they carry unauthorized guns in DC to the Capitol to arrest Congress, it would end in a series of arrests for the Trumpists as he flies away to some country somewhere. Also, the larpers. If they show up to DC with guns n’ rifles they gon’ get arrested.
