Time out is a punishment. The purpose of the punishment is to encourage corrective action through the threat of it happening again.
Coercion is the practice of compelling a person to behave in an involuntary way (whether through action or inaction) by use of threats, intimidation or some other form of pressure or force.
Though my parents never used that particular form of punishment, those they did use were often used as threats. They were mild threats admittedly and they tried as best they could to show me the inherent rightness of certain choices. Still, when I attacked my brother my father used intimidation to make me back down. When I didn't care about my grades, coercion was used as a stopgap to help me get them back up.

Did your parents ever coerce you to date? Mine did (although they used incentives instead of threats). In the end it wasn't necessary, but it makes for a funny story. I like girls. I'm just terrified of them.

No child (well, at least not many) actively seek the state of time out. Generally it denies them something that they want, whether that's toys, companionship of siblings or parents, the TV, etc. I would define such a state as a punishment.
