Correct. In a ward only members of the bishopric have book one. But I think most reasonable leaders would let anyone who asked take a look.

There was a time when I did not have one and asked to see one and was loaned it for over two weeks. When I have had one I would have let anyone who asked see it.

It's not just a question of funding (and believe me, the Scientologists have plenty of that). There's really a black hole in the law. The church would need to find a responsible party (which hasn't been done just yet, despite many efforts), and the appropriate jurisdiction in which to bring the case (so far it's not the US), if that jurisdiction even allows for the kinds of protection that the church is seeking. This one might be beyond their reach.

So... what's in Book 1?


Well now you can go on line and read the previous one which is pretty much the same as the current one. But it covers a lot of boring stuff-responsibilities of SPs, BRs, HPGL and EQs. How to administer welfare, ward and stake callings and so on, mission calls, do DCs and what actions will always result in a DC, civil weddings, temple sealings, all about who can and cannot be sealed, who needs cancellations vs. clearances, sealing adopted children, and so on. Also policies like the one about sterilization surrogatge mothers, in vitro fertilization, abortion and so on.
