Who are you saying were 'their leaders'? Because there isn't a clear connection between Brigham and them. At least not yet. And until there is, it's very difficult to give any credence to your words (when you exaggerate as much as Scratch does).
Their direct leaders told them to participate, the man in charge of each group told them to execute the man, woman, or child next to them.
No direct link to Brigham explicitly giving the execution order? None needed.
His actions after the fact speak quite loudly.
Additionally, WHY would these Mormon men feel the need to ASK Brigham if they should kill these people?
in my opinion, the LDS church made a bad choice back in 1890-1904. They should have distanced themselves from Brigham, called him a fallen prophet, and all of the crap from Young would be a none issue to the current LDS church.
They could say "Yes, he did order the massacre, yes he did say this, that, and the other bizarro crap, but yanno what? We ditched his sorry ass and those who followed his counsel. He did not die, god took his sorry ass from the earth! So yes he was bad, but we are not because we broke off from him... Just ask the researchers at WWU(Wilford Woodruff University) in Provo!
