The context of the quote is important. Yuri Gagarin had orbited the earth a month before, and Alan Shepard had been the first American in space a mere nine days before President Smith's pronouncement. Ten days later John Kennedy announced that the US was going to send a man to the moon by the end of the decade.
In other words, the subject was being talked about by just about everyone at that time, and President Smith was pretty clear that it wouldn't happen.
I'd say this is a good example of the "speaking as a man" thing, but some people just can't allow that.
