Oaks should have just kept his mouth shut on the subject. There probably wasn't a woman in attendance who had any expectation of being asked to participate in the first place.

These ladies managed quite well, wearing white pumps and gloves to boot.

And these ladies too, seems women can manage to lift a ceremonial shovel full of dirt (does whyme understand no one is actually doing any construction work) without any detrimental effects to their shoes.

It seems it is not good to be a gentleman these days. I suppose that he should've invited some sisters to pick up a shovel in their sunday finest complete with dresses or skirts, walk to the site in their nice sunday shoes, and shovel some mud. But instead he was a gentleman and allowed the ladies not to get their shoes dirty.
